(b) A foreign founder can hold a Spanish S.L. and apply: plausible, because the eligibility test is registration and age, not nationality, and the resolution names no nationality condition anywhere in the articles read. That reading is why the verdict is fails-identity on the company rather than on the person, and it is the cheapest of the company gates alongside Malaysia's RM 1,000 paid-up capital.
